So a North Alabama sheriff took $150,000 out of the jail inmate's food account and dumped it in a skeezy investment in a used car lot that:
1.   Was owned by a felon and;
2.   Peddled in stolen vehicles and;
3.   Is not something you'd want your sheriff anywhere near. Not without a warrant.
Oh, Alabama. Why do you do what you do?
The state is left with a veritable plethora of questions. Not the least of which is ... What did the Sheriff of Nottingham have that Morgan County Sheriff Ana Franklin doesn't.
Not a whole heckuva lot, as it turns out.
Stealing from the rich to feed the poor is definitely not the issue here. It's the reverse, all across the lovely land of Alabama. It's robbing hoods to feed the greedy sheriffs. Not in ham, mind you, but in cheese. Good ol' green, fungible cheese.
The whole Franklin thing smells worse than the stuff she feeds her inmates. Especially because, as AL.com's Ashley Remkus has followed in somewhat shocking detail, the head law enforcement officer of Morgan County decided she was simply above the law.
Surprise!
Morgan County - with a history of inmate food profiteering - was under a consent decree when she took office. A federal judge had made it clear, because of a previous sheriff's appetite for cold hard cash, that it couldn't just keep feeding inmates nothing but corn dogs, and ordered every cent of money meant for inmate food be spent on food for inmates.
And not on the old sheriff or this new one. Or her cockamamie investments.

The thing is - the Decatur Daily reported this from the start - Franklin got legal advice before she even took office that said she had to use the food money for food. And she chose to ignore it.
She chose to get a second opinion. And now she's fighting to find out whether she'll be held in contempt.
In contempt of court, that is.
Because she's already held in contempt by me, for what that's worth. She ought to be held in contempt by the good voters of Morgan County, my sweet childhood home.
She's even argued that she invested in the car lot to recoup $21,000 lost from the food account, which makes about as much sense as, well, investing more food money in a sketchy car lot.
But the imperfection of some contemptuous Alabama sheriff is not even the big question for Alabamians who want to see their state as decent. It's not the issue for those who dream of an Alabama that is more than an illegal dumping ground for corruption and ineptitude.
Morgan County Sheriff Ana Franklin told reporters she invested the food account money in an attempt to earn back $21,000 that she claims she lost on feeding inmates.
Because this isn't just a Morgan County problem. It's an Alabama embarrassment.
Why in the name of all that's decent does Alabama still let sheriffs in many counties scrimp on feeding inmates and pocket whatever's left?
In many counties across Alabama the state sends the sheriff $1.75 cents a day in food money for every inmate in the jail.  It tells the sheriff to feed the prisoners, and keep whatever's left.
Sheriff wants food fund ruling before contempt decision
A judge should not find Sheriff Ana Franklin in contempt for violating the consent decree if the court decides to terminate the provision, her attorney argues.
They can keep it, as a supplement to their pay. So the worst among them find the cheapest way to meet the bare nutritional demands demanded by the federal government - an endless supply of corn dogs is not good enough - and pocket the rest.
It's like going to your mechanic and saying "Hey, here's a hundred bucks. Make my car safe and keep the change."
It's like going to the doc and saying "Hey, here's a grand. Do what you need to do, but keep the change."
It incentivizes inhumanity, disregards decency and encourages corruption. And it is-- in many counties -- alarmingly legal.
It's time for that to change.

The consent decree Ana Franklin is in contempt of, is for sheriffs of Morgan County only. It is lengthy but the particular part that has been singled out is where Sheriffs are not allowed to use these food funds for anything other than feeding inmates. A state representative introduced legislation that would change this practice state wide. It's opposition won. Alabama politicians protect one another more than the citizens and taxpayers all to often. It seems this all is soon to change. If we can find a silver lining in any of Ana's actions at least she has shown cause and started the wheels in motion to have this practice ceased state wide. I bet the State Sheriffs Association is none to happy with their prized board member now. Sheriffs Offices need professional law enforcement not greedy politicians looking only to serve themselves at the expense of others. Ana was subject to this consent decree despite the claims of her lawyer and co- conspirator. Ana requested and got a legal opinion from Bill Shinn before she took office that she paid for stating she COULD NOT use these funds. Now her and her lawyer try to play it off as these funds are her own personal funds and accounts! When does tax payer money not paid to an individual become their own personal funds?

When the head of the Sheriffs Union in Alabama was never a law officer, what does that tell you. This same head made the statement that our cars do not belong to us, even though we hold the deeds, because we drive on Alabama highways they belong to the state. How stupid and corrupt is that statement!

I don't worry too much about what an inmate inside a prison or jail gets fed. But , based upon the number of inmates that are there because of Anna Franklin and her deputies, I'll be voting for her again. 
I live in Morgan County and my particular neighborhood has benefited greatly from her time in office.

That's NOT Ana getting the criminals off the streets it's the career Deputies who are still hard at work despite what Ana does. The Sheriffs Office has some very good Deputies despite the criminals and thugs they work for. It's only a select few including Ana and those she brought in with her that are the problem.
Ana will likely not even get the chance to run again.
Please do not insult our good Deputies by implying the work being done to keep the criminals off our streets has anything to do with Ana. That simply is not true.
Do not take my word for it. Talk to any of the Deputies one on one and if you can get them to open up they will tell you what's really going on. There are only a couple who are still Ana fans and will not. That's only because they have gone too far in their efforts to back her up to turn around no matter what the truth is. They know they will go down when she does so they will sink with the ship by their own choices.

@Bamadawg People like you seems to think that you are a superior person, who will never fall on hard times, or end up in a jail so you don't care what inmates are fed.  You are definitely part of the "Ana Group".  Franklin doesn't care either and that is why she is going to be eating the slop she served.  If Larry and Pam Berzett would tell the truth that could tell you the times they didn't have the money to buy food for the inmates. The Berzett's will support Ana to the end. Up until the locks on their jail cells click closed, just like Ana.

 I wonder if she actually understands how unethical her behavior is? While I want her gone, I am not optimistic about her replacement being any more thoughtful or ethical than their predecessors. Morgan County has a particularly bad rep when it comes to corrupt Sheriff departments. I remember when Franklin first ran for elected office and there were a LOT of people out campaigning for her. I do not believe that she was simply corrupted by the office. This is someone that clearly doesn't spend a lot of time considering the repercussions of her actions or the magnitude of the responsibility she'd been given. It's time we started valuing characteristics in our leaders that set them apart from the rest, like: intelligence, humility, empathy, kindness, and decency.

The inmates are appreciative of the media. Ana had a special meal prepared and then called in a tv news media to video the meal and then out comes some of the expected norm from Ana when she claims this was the kind of meals served all along. Does she not realize every time she does something like this she gets called out and proven to be dishonest yet again? I wish we could hear from the inmates.

Out of 67 Counties in Alabama, only 11 are required to spend all food monies on food, one
outside of those 11 does spend or save the money in the County funds, earmarked for food
is surprisingly Limestone County. In 2010 Sheriff Mike Blakely took it upon himself to do so.
Blakely said what money is in that acct. will be there for the next Sheriff.

Now we see Miss Fancy britches of Morgan Co. who was demanded by Federal Court to
spend all money on food is keeping the funds in her private banking account, on top of that
making investments with it. Oh yea, Franklin is above the Law for now but I for one think she
will be buried by the Law in the not so distant future.

This mess going on in Morgan County is beyond what most know by far at this point. The level of corruption and illegal actions is astonishing. Soon much more will come out. Ana and her bad of thugs and thieves is ludicrous to put it mildly. Ana said she would never go to jail in this state. Much of this was because of the behind the scenes and behind close doors encounters Ana had with Lurther Strange.
Ana, and those she brought in like Ron Livingston and Larry Berzett along with Bones Wilson and Blake Robinson will soon have a great deal to answer for. The legal woes are not only civil and are not limited to only Ana Franklin. The $150,000 dollars mentioned over and over about inmate food funds is only the tip of the iceberg.

Morgancountywhistleblower.com Blog. There you will see much much more about all the criminal activity going on.
People the inmate food fund money is a small portion of the greed and corruption going on. The whole purpose of building the new jail was to further fatten Ana's pockets.
Fraud waste and abuse have been rampant for years in the Sheriffs Office. Most of this and the many Ethics violations were reported to Lurther Strange. Lurther did not do his job with Bentley and was blantant about not doing anything with Ana Franklin.
The real professional Law Enforcement personnel are struggling to hold on while many are just leaving. The moral is lower than ever and the turnover is higher than ever.
We certainly hope that all of this will soon come to an end. Ana and her band of thieves and thugs need to be ousted or she needs to realize the wheels of her wagon have fallen off and resign. Her resignation would save the taxpayers untold amounts of money. Taxpayer money she thinks is her own to do with how she pleases.

@therelentlessstand The information that you provided  in your comments was extremely informative, and while those comments also substantiated my personal thoughts on this story, I was not in the least bit surprised to learn of Strange, Luther Strange's failure to do the right things, and therefore I also include him in my thoughts insofar as the first statement in your last comment......."We certainly hope that all of this will soon come to an end. Ana and her band of thieves and thugs need to be ousted or she needs to realize the wheels of her wagon have fallen off and resign.........especially  as I think about the upcoming election for our US Senate Seat, and how Strange, Luther Strange was appointed as a result of what appears to have been a backroom deal based on greed and self advancement.
In addition, I don't really feel that justice will be served in this woman's case and.it will become business as usual--but don't get caught.

Many share your same sentiment as far as believing that justice will not be served. I honestly and truthfully believe that it will and it is just a matter of time. Her safety net was the governor and especially Luther Strange. This has since passed and she no longer has the protections she once had. Sometimes the wheels of justice are very slow. This however is inevitable. I have every reason to believe that she will be the first female sheriff in our country to be impeached and indicted.
As to not getting caught Well it is very late where that is concerned. They know very well exactly who I am. I do not hide.

There are a lot of eyes on Alabama corruption, a whole lot more than there has ever been. I can imagine many Feds foaming at the mouth to take these crooks and clowns down.

Our state has finally come to a crossroad, and the road that we choose to proceed  will define us as we begin our new journey, and I hope that we leave our sordid old clothes behind us.

As far as she believes she is untouchable by the Feds or anyone else. She has told her employees this so much she herself may actually be delusional enough to believe it. One of the thugs she promoted and paid so well was so delusional and arrogant that he was ignorant enough to say if the FBI wants a war bring it on. I have a felling he will get what he ask for but he or no one affiliated with the Sheriffs Office has what it takes to carry out such an ignorant ludicrous claim.

@therelentlessstand I voted for her in 2010 because Bartlett had to go. In 2014 I voted for Darrell Childers in the primary. Sickening that Ana got 80% of the vote because residents in Morgan County, many who proclaim themselves to be for "law and order," don't give a crap if Ana continuously places herself above the law.

In my personal opinion, this woman should be sharing the jail cells with those other criminals, and she should be ashamed of herself and resign her position, because she gives law enforcement a bad name.
But then again, law enforcement in Alabama already has a bad name and is protected by a state legislature that couldn't care less what is going on as they are too busy trying to also advance themselves off of taxpayer money, and therefore this is an extremely out of control statewide issue that, in the end, is not going to be resolved because of the faint slaps on the wrist reserved for certain people.
She should resign because she represents, to me, corruption.

Please remember that the other side of the state law about the jail food bill is that when the food bill is SHORT, that the sheriff of the county is also liable to make up the difference out of his/her pocket.  A lot of smaller county sheriffs rarely make profit on the food bill; all they hope for is to break even.

I'll say it again this is a non-issue, nothing will happen to this legal thief. According to this report she did nothing wrong. The money left over after feeding prisoners corndogs three times a day she could keep to supplement her salary. The law has to be changed, but will it. I doubt it. After this blows over everything will go on like it has. The people in this state will do nothing. But of course Alabama is not as bad as the states where ignorance knows no boundary and that's where the people voted for Hillary and Obama. I did not want Trump but there was no way I would be party to electing another Clinton/Obama, actually I think she would have been worse than Obama.

I promise you this. The authors of these stories are appreciated by almost all of the employees of the Sheriffs Office. There is nothing to fear from the vast majority of the deputies. They are good professional deputies for the most part. Also fearful for their jobs. Most of them realize the sheriff is as corrupt as it gets. They realize that the sheriff and her thugs are an embarrassment to Morgan County. They to want to rid the Sheriff's Office of the bloodsucking leeches of corrupt people surrounding the sheriff and Ana Franklin herself. Most don't want bad for her and her thugs, they want them somewhere else and out of law-enforcement permanently.

@therelentlessstand There is nothing bad about reaping what you sow, and if she has committed any criminal acts in her capacity as sheriff, then she should be held totally accountable, and it is good to know that her corruption does not extend to that large majority of deputies who have shown character.

    4. Using her Facebook book page to slander people accused of a crime when they are innocent.
    5. Wrecking and saying she is immune. From liability.
    6. Allowing the Pastor of Shady Grove Baptist Church Danville Alabama to give or sell marijuana to sick and elderly people.
    7. Erasing or covering up criminal records for her friends and family.
    8. Buying horse trailers and heavy duty trucks not needed to accomplish the mission of the sheriff department.
    9. Allowing most of the gas used by most in her fleet of cars to be bought at the exon hwy 36 and 67 Hartselle Alabama. This is also one of the highest priced gas stations in Morgan County. The deputies stay there a lot of each shift.
